Pennsylvania requires permits for all non-domestic animals, including both pure exotics as well as canine and feline hybrids. There are nominal fees required for permits, as well as enclosure and inspection requirements that must be met prior to bringing an animal home. Permits in PA are issued for individual animals - as such, you must apply for a permit for each animal that you plan to possess.

"No person may keep exotic wildlife without first receiving a permit from the wildlife commission. Exotic wildlife includes, but is not limited to all bears, coyotes, lions, tigers, leopards, jaguars, cheetahs, cougars, wolves, and any crossbreed of these animals, which have similar characteristics in appearance or features."

You must have 2 years experience with their chosen breed prior to applying. "(f) Experience required. A new applicant for an exotic wildlife possession permit shall provide documentation of at least 2 years experience of hands-on work with the designated species, including care, feeding, handling, training and husbandry. This experience shall be from a recognized/approved facility and the owner, manager or licensee of this facility shall provide a letter of reference."
